Abstract:Confucianism and legalism are the two extremes of Chinese traditional ruling strategy,
from which two categories of civil officials of Confucian scholars and legalist officials derive respectively.
The middle of the Han Dynasty witnesses the establishment of a political operation model of legalist⁃Con⁃
fucian combination and appointment of both Confucian scholars and legalist officials, which is conducive
to the empire administration and the control of thought⁃unification. According to the system, local officials
are alien rather than native, and the official in Ba⁃Shu are both legalists and Confucians, which in certain
degree avoid localization and cause the local society to be integrated into the order of whole state. The ad⁃
ministration of Wen Wong, chief official of Shu Prefecture in West Han offers a typical case.
Key words:alien⁃rather⁃than⁃native local official of Shu; combination of legalism and Confucian⁃
ism; Han system; Wen Wong
