作用不容高估,毕竟能够获得如此奖励的人是微乎其微的,因而其实际的激励作用也是有限的。
笔者接触到的一位985 大学校长在科研工作会议上讲:刚毕业的博士要专心于科研,当做出一定成绩之后再来从事教学。
并且认为50 岁以后可以不从事科研而可以专职于教学了。 这句话的潜台词就是说科研需要创造性,需要大量精力投入,而
教学则不需要什么创造性,似乎只要凭经验就可以了。 虽然这些认识不无道理,但却在有意无意中强调了科研的重要性,
忽视了教学的地位。

许多高校聘用一些退休教师作为教学督导员,他们随意闯入课堂,不尊重教师的教学安排,要求教师机械地遵照教案执行,
引起老师的很大反感。

Abstract:In the process of China’ s higher education for all, universities to emphasize research
more than teaching, which make the quality of undergraduate teaching impaired seriously. Therefore,
China’s Ministry of education carries out undergraduate teaching quality and teaching reform project, and
the center of teacher professional development has been set up in almost every university. In fact, the key
to the improvement of teaching quality is a healthy teacher evaluation system while the root lies in the
track records of the president of the university. That was the sticky issue in the construction of a healthy
teaching culture in universities. The real core of teacher professional development is to foster a healthy
teaching culture in universities, change teachers’ evaluation system and offer a loose condition for teach⁃
ing so as to initiate teachers and promote their teaching wits. It is impossible for undergraduate teaching to
gain a sustainable protection without a positive teaching culture as the basis.
