Abstract:Policyonadjustingruralprimaryandmiddleschoolsraisedbythecentralgovern-
mentaimsatenlargingeducationscopeandoptimizingeducationresources,whereas,duetoob-
sessivepolicyimplementationbylocalgovernments,ithasbroughtaboutcrisistoChineseeduca-
tion,i.e.,congestedincities,weakintownsandhollowinvillages.Chronologically,thepolicy
experiencesthreekeystages,namely,establishingpolicyimages,policymakerschangingtheir
focusesandinstitutionalfriction.Furtherexplorationrevealsthatthispolicyincludesthreepairs
oflogicbehind,namelyequityvs.efficiency,administrativepowervs.civilrights,publicpartici-
pationvs.elitedecision,andtheyall,toacertaindegree,areunbalanced.Therefore,itisof
greatimportancetoterminatelocalgovernment’decisionandaction,andatthesametimeseri-
ouslydefinethefunctionsofruraleducation.Onthisbasis,itisnecessarytowidelyconsultwith
villagerstoreadjusttheschemeandimproveperformanceappraisingsystem,otherwisethecrisis
ofeducationwouldremainunsettled.
