Abstract:Althoughnearbyenrollmentpolicypromotestherealizationofuniversaleducation
toacertainextent,italsoartificiallycurbsthedemandforchoosingaschool,Itisdisadvantaꢀ
geoustovulnerablegroups’accesstoschoolandincreasesthestudents’learningburden.Nearby
enrollmentpolicyhasrealisticdilemma,whichneedsrethinkingontheviewpointofchoosinga
school.Choosingaschoolisthelegitimaterightsofthepeoplesothatitshouldbeslackeninstead
ofblocked.Thereisstillalongwaytogotoachieveeducationalbalance,whichisnotthesoluꢀ
tiontocontrolchoosingaschool.Inthefuture,theprovisionofthenearesteducationalservice
shouldbeseparatedfromnearbyenrollmentpolicy.Besides,choosingaschoolshouldbepromoꢀ
tedorderly.Finally,therationalityoftakingexamstogetintojuniormiddleschoolsandenrollꢀ
mentaccordingtoexamscoresshouldbereconsidered.
