Abstract:Theconstructionof“DoubleFirst-rate”isnotonlythesuccessionofthe“985pro-
ject”and“211project”ofChinaꢁshighereducation,butalsothere-planningandinnovationof
highereducationconstructioninthenewera.Thetotalquantitycontrol,opencompetitionand
dynamicadjustmentmechanismproposedintheplanisaimedtosolvetheproblems,suchasiden-
titysolidification,lackofcompetition,one-size-fits-alluniversitiesandoverlappingdisciplines
duringtheprocessofuniversityconstruction.However,intheprocessofimplementation,all
sectorsofthesocietyhaveneverstoppedthedisputeovertheform,procedure,standard,listand
otherissuesof“DoubleFirst-rate”,whichisclarifiedbybothsubjectiveandobjectivetwo-dimen-
sionalclassification,reflectingthedeep-rootedissueofeducationresourcedemandandsupplyin
thedevelopmentofChinaꢁshighereducation.“DoubleFirst-rate”focusesontwodimensionsofu-
niversitiesanddisciplines,furtherstrengtheningtheconstructionofourcountryꢁshighereduca-
tionby“first-classuniversity”,realizingthedevelopmentstrategyofthecharacteristicdiscipline,
preponderantdisciplineandfirst-classdisciplinebyregarding“discipline”asthebasicunit,pro-
motingreasonableflowofeducationresourceswithinhighereducation,buildinginternalhierar-
chycommunicationmechanismandthedynamicadjustmentmechanismofhighereducation.
