    近年来，高校大学生对高校在执行国家收费政策，高校收费标准过程中存在的“高收费”、“乱收费”、“违规收费”甚至“双轨”收费等问题的上访、匿名投诉现象日益突出。认识和对待大学生这种维权行为，既是高校思考财务管理内容的重要方向，也是探讨高校财务管理、高校收费政策的科学化和合理化的基础。

英文摘要：
    There are increasingly noticeable complaints on the part of college students about “overcharge”, “arbitrary charge”, “illegal charge” or even “doubletrack charge” in the course of higher learning institution implementing the state tuitionandfee policy and standard. How to understand and attend to college students right defence is an important aspect of colleges thinking over the financial management content as well as a base for colleges discussing the scientificity and rationalization of their financial management and tuition standard.
